保障精障朋友就業權益,可申請勞健保不列入媒體交換

1. 您也有這樣的擔心嗎?
有些具有工作能力的精障朋友們在找工作時,往往會擔心讓雇主發現自己是精神疾病患者,將會影響到工作權益。其實只要先申請「不列入媒體交換」,不但就可避免這樣的困擾,同時也不會影響到政府所給予的勞、健保費補助(依障礙程度不同,身心障礙者可有不同比例的勞、健保費補助)。

2. 誰可以申請「不列入媒體交換」?
持有身心障礙手冊,並且已參加社會保險(健保、勞保、公保、農保、軍保) 的身心障礙者,於設籍所在地縣市政府申請。

3. 如何申請「不列入媒體交換」?
1.準備身心障礙手冊正、反影印本及郵局(或台北富邦銀行)存摺影本、私章。
2.上網列印申請書,勾選「個人基本資料不列入媒體交換」之選項
3.台北市民:請郵寄到台北市政府社會局或親自去各所在地區公所櫃檯辦理。
  台北縣民:請至戶籍所在地市公所或台北縣政府社會局相關櫃檯辦理。

備註:台北市民之申請書可至各所在地區公所索取或台北市社會局網站下載(www.dosw.tcg.gov.tw)點選:身心障礙者〉經濟補助〉參加社會保險補助變更申請書〉這裡會看到「相關檔案下載」裡面有:『社會保險不列入媒體暨放棄申請書』。依照這個表格填寫,備妥資料就可以向社會局身心障礙福利科申請。

4. 申請「不列入媒體交換」的優缺點:
(1)優點:
申請好「不列入媒體交換」以後,如果您找到工作,就可隱藏身心障礙者身份,也就是雇主不會發現您是身心障礙者,而影響到您的工作機會或權利。
(2)缺點:
A.申請「不列入媒體交換」,政府單位不按月減免勞、健保費,每月需要自己先繳交勞、健保費自負額全額。
B.如果您隱藏身份後,必須以一般人的身份去競爭工作機會,開始上班後,也要能加倍努力達到和一般人相同水準的工作品質和速度,以勝任工作,而不被雇主發現自己有精神方面的疾病。

5. 申請「不列入媒體交換」之退費補助需如何辦理?
(1)台北市:
98年起改由社會局依健、勞保局提供之被保險人投保狀況、應繳保費紀錄核算補助費。所以不必向社會局辦理核退保費手續,只要等待政府發文通知保費核退完成和匯入帳戶。
(2)台北縣:
約每年11月底以前您會收到政府發文通知,於12月15日以前,依照公文指示攜帶相關資料到所在地市公所辦理核退保費手續,到了撥款期間,社會局就會把勞、健保費用補助金額,匯入您的帳戶中。

備註:
1.再次提醒您,最好「提早」作不列入媒體交換的申請,再去找工作,如果工作後在申請不列入媒體交換,可能會來不及,因為前一、二個月勞、健保局寄給雇主的資料,會來不及反應您的申請。
2.因為台北縣、市的申辦方式有些差異,若還有相關疑問,您可以先以電話詢問自己戶籍所在地區公所(台北縣民為各市公所)的社會福利課相關櫃檯服務人員。
3.其他縣市的朋友請洽請洽當地縣市政府社會局(處)

    Welcome to my blog. Actually I am no expert in welfare affair. And it seems that only psychiatric disability welfare catch my atttention.
    I am not really follow your question. could it be more specific?What opinion? to whom?

    Dear Dr. Lin,

    Many years ago I studied clinical psychology in BA in US, during that time, a very closer friend as my dry sis, he suffered mental illness. I was her break down in front of me, somehow I was unable to bear the pain. I then changed my major to something else. I still have deeply connected with her case till now. Few years ago, I was able to reach her and she did write me a letter. Poor her without any care, what is her future? Now, I could not locate her even with my other friend tried to search her. I could understand her intention from her last letter that she wants to find a job and she seeks for my help. Now, finally I am able to focus on mental issue again and I need a team work and a group of passionate professionals. Somehow I find none in Taiwan. Hopefully, you are the first one to connect from. That was a piece of deep lost I ever feel with Taiwan. I like to know how your vision for Taiwan future mental health. What can we do to improve? Most people don’t talk to Dr. but instead they talk to their God. We all knew that takes both to work. I am looking forward to hear from you.

    p.s. During my mom’s work in Taiwan she has encountered so many different types of mental illness, we have been discussed for many years. My mom only wish if someday I can go back Taiwan to work on it.

    hi Stephanie,

    I am expecting a very prmosing future for Taiwan psychiatric service either in medical or social affair.
    Combined with psyhoclogical intervention with medical treatment, patients usually have a better prognosis than before. of course it is nor perfect at this moment really.
    But in the field of pharmalogical intervention and cost barriers, I personally think it is better than US.
    in term of psychotherapy, people tend to have unrealistic expectation. It is not a one stop shop, however, people don’t think that way.
    right now , I think "social marketing" is the main issue and our tasks.

    Hi Dr. Lin,

    Indeed, I do think this is part of education for people to believe "mental illness"can be treated with professional help that is why my mom wants me to go back to team work with her. Somehow my career path has changed a lot, I only like to do this part as part of my retirement plan for charity after 10 years. Meantime, let’s keep in touch and I will referral you a patient if I have any. I am sure that you will be great for my future network in Taiwan since I like to create a medical professional group network around the world. Thanks again for your reply.

    We would be happy to assist with urinary S-sulfocysteine measurements and with mutation analysis.
    A urinary purine screen would also be necessary to measure xanthine/hypoxanthine and uric acid.
